The governor of Jonglei state is recommending a new cattle management system to curb insecurity due to rustling activities among South Sudan communities.
Kuol Manyang Juuk told SCR News that communities fight over water and grazing grounds for their cows and steal the animals to pay for their brides. He said cattle should graze in fenced ranches in order to keep them secure and allow children to go to school.
Mr. Manyang said it was necessary to develop milk production and processing and find international markets to export meat to make a livelihood out of cattle.
Jonglei state is often the stage of violent cattle raids.
