He added that wounded people were left without treatment under trees.
Mr Gai said the number of the IDPs from the clashes has increased to more than 800 families that are living in very difficult situation without any shelter or food.
He added that the Red Cross is not able to distribute humanitarian aid to the affected IDPs due to lack of roads and security to reach the victims.
Mr Gai said there have not been no security forces in the ground to protect civilian in the affected areas.
He predicated that lack of security will lead to a tragic situation with more killings and displacement.
Mr Gai said many children and adults are missing.
He called on the Government and humanitarian agencies to step up efforts to assist the IDPs scattered in the bush.
