Identification of voters from south Sudan living abroad may not be possible since most of them had no legal documents when they left the country, said a key speaker during the debate on loopholes in the Referendum Act.

Dr. Amon Wanthok added that the lack of identification can be used by Khartoum while registering voters for the referendum.

Dr. Amon also said that the registration of descendants of traders who were born in the South may cause problems.

Dr. Amon added the fact that the referendum takes place during the winter in Europe and North America will difficult the establishment of voting centres in those areas.

He said also that the votes of Southerners living in the north and in Egypt could be rigged since they will be managed by Khartoum.

The Referendum Act was passed late last year amid contestations between the SPLM and NCP on who qualifies as a south Sudanese.
