The largest non-partisan observation network in south Sudan today released a set of recommendations for the 2011 referendum on self-determination for the people of south Sudan. Among the recommendations was a call for better training on security agencies on their roles in the process.

Edmond Yakani, an official with the Sudanese Network for Democratic Elections SuNDE said their observers were arrested by un-known security personnel adding that their experience with security officials during the elections left them with no option but to recommend for professional training among the law keepers.

The call for trained security agencies comes after a report by Human Rights Watch on rights violations during the April elections across Sudan by both the south and north government authorities.

The 32-page report dated June 29th 2010, documented widespread intimidation, arbitrary arrests, and physical violence against election monitors, observers and opponents of the incumbent parties by Sudanese security forces.
