Senior State Inspectors have developed new strategic plans to improve civil security among the states in South Sudan

State Bureau inspectors for Community Security and Small Arms Control have met in Juba for a three day workshop aimed at developing 2011 plans for conflict management.

The GoSS Chairperson of Southern Sudan bureau for community Security and small arms control, Daniel Deng Lual, told SCR News that states did not protect people and properties.
Mr. Lual said mental transformation is needed, since people’s ways of thinking have not yet changed from the long period of civil wars.
Mr. Lual called upon all citizens to refrain from violence and use of arms.
