African countries were urged to use domestic funding to solve the problems they faced instead of relying on foreign investment.

The African Union Commissioner of Social Affairs Mustapha Sidiki Kaloko said on Sunday in Juba that foreign aid did not do enough for the development of the continent, Bakhita Radio reported.

He said South Sudan like any other African country should plan for its own development and put its own money for the economic growth of the nation.

Mr Sadiki added that foreign aid is not the solution, but the use of local resources and planning.

UNAIDS representative Rose Mary Museminali said that HIV Aids control required that government officials in Africa spoke to the people about the pandemic in any speech they made.

She said in Uganda the anti Aids campaign was successful because the President told ministers to talk about HIV at every occasion possible and Yoweri Museveni took a public HIV test.

The head of South Sudan Aids Commission Esterina Novello said South Sudan has no movement restriction policies to people living with HIV and Aids.

Dr Novello said any HIV positive IGAD citizen would get the help he needed in South Sudan and the same should apply to South Sudanese in IGAD countries.

The speakers made the statements during an AU Panel Discussions marking the launching of the African Union Commission ”Women and girls, HIV/Aids and conflict: situation analysis of 11 selected conflict and post conflict countries in Africa’ preliminary report in Juba on Sunday.
