Warrap State Member of Parliament or MP who heads the Specialized Committee of Defence, Security and Public Order in the National Legislative Assembly believes relocation of military personnel even more than 25 kilometres away from towns helps in minimizing crimes among the civil population.

Samuel Duwar Deng admits that at least 25 percent city crimes are attributed to the organized forces, arguing that without the Peace Agreement provision, town demilitarization should be appropriate in security arrangement.

He says other countries like Uganda deploy the army 20 miles away from civil the population.
