Assembly refers CDF Bill to Justice, Legislation Committee

National Legislative Assembly on Tuesday referred Constituency Development Fund or CDF Amendment Bill 2013 to Justice and Legislation Committee for scrutiny.
 
Speaker Manasseh Magok Rundial ruled that the CDF Amendment Bill be committed to the Committee to examine and present it to the assembly after one week.
 
CDF Committee chairperson Beatrice Aber Samson said the Bill would amend CDF 2007 Act that left out key implementation modalities.
 
She added that legislators wanted communities to own projects with guidance from them.
 
MP Aber said the amendments would also reinforce effective implementation and management of projects with accountability.
 
She cited challenges of implementing CDF including overlapping roles, structures and lack of selection criteria that cause conflicts.
 
The Chairperson explained that the proposed amendments would address such irregularities.
 
MP Aber said the amendments define County Development Committee as key identifiers, owners and managers of CDF projects not County Commissioners.
 
She and her committee observed that enacting the amendment shall not cause any additional charge on public funds.
