The Government of Western Bahr El Ghazal State misunderstood the new budget rules and instead of cutting on allowances it cut on salaries.
The Government of Western Bahr El Ghazal cut salaries of civil servants in July blaming the central government for not sending enough money for the pay.
Director of Fiscal Allocation Taban Laku Mulele told CRN that the Government of Western Bahr El Ghazal received enough money to pay salaries in full last July.
He said the officials cut on the salaries instead of cutting on allowances.
Mr Laku said although there were changes on the calculations of block grants to the states, Western Bajr El Ghazal received enough money to pay salaries in full.
He said the cuts on salaries were completely unacceptable.
Mr Laku blamed the confusion on the financial management system in the state.
