On February 20 2012 members of the national parliament called for A thorough scrutiny of the Higher Education Bill 2012 and asked for the removal of some articles.
Hon. Atem Garang said the bill was indeed important for education in the new nation but could not pass it into law without thorough study, and highlighted some contradictions between sections of the bill.

MP Awud Deng Acuil said she was puzzled by a section in the bill promoting culture, race and religion, and argued that the bill should promote unity among the people, rather than race, considering how much race has been a source of problems in Africa.

The bill was tabled before the parliament by the Specialized Committee of Education, Research, Science and Technology.
