Public sector reform needs political will and commitment from the country leadership for a real change.
Public Sector Reform Committee Coordinator Stephen Abraham said the public sector has a huge number of unclassified staff normally employed by the politicians and it is a real problem. He said the state needs to employ qualified South Sudanese instead.
Mr Abraham some changes were made by the Ministry to reduce the payroll even though some staff were physically threatened by those who resisted the reform because they had various salaries from different places.
John Itorong, member of the committee, commented that the top leadership needs to have the political will and financial support to go ahead with the public sector reform program.
He said without leaders taking ownership of the process nothing will change in the public service.
Both members were speaking during the first debate on public sector reform, organized by Ebony Centre for Strategic Studies in Juba on Saturday.
