The Council of Ministers has approved over 28 Million South Sudanese pounds supplementary budget for Higher Education Ministry to assist about 700 South Sudanese students studying outside the country.

Government spokesperson Barnaba Marial Benjamin told journalists on Friday after the meeting of the Council of Ministers that the money will support students studying in Egypt, Morocco, Ethiopia and Cuba.

Dr Marial said the Council of ministers turned down Higher Education Ministry proposal for the allocation of two percent of the oil revenues for public universities.

He said the Council rejected the proposal because the ministry has specific budget but can also ask for additional budget to cover the universities.

He added that the public universities cannot be allocated specific percentage out of the oil revenue because the oil is for all the people of South Sudan.

The council also endorsed the proposal that public universities shall not be subjected to the Public Service Act, but regulated by Higher Education Act 2012.
