Ghost workers and institutions are wasting valuable resources that could be used to develop the country.

Former Labour Minister and MP Awut Deng Acuil said payment of ghost workers is still ongoing and school children and babies are in the Government’s payrolls.

Mama Awut explained that the public sector reform launched in 2008 failed because the civil service has been politicized and employment is done along family lines.

Mama Awut said many resources received during the interim period were consumed by the central government and did not to reach the intended destinations.

She added that what Dr John Garang referred to as payback time was to the people and not a payback to those in the system.

Mama Awut said due to a poor pension system, there are still people as old as 80 being paid without producing the expected services.

She was speaking at the Extraordinary Development Policy Forum organized by the World Bank organized in Juba on Saturday.
