MPs have rejected this morning the report on the General Education Bill and some members want the bill to be returned to the Ministry of Justice saying the document does not respect the Constitution.
The chairperson of Committee of Education, Research, Science and Technology, Samson Ezekiel Ndukpo was interrupted when he was presenting the report to the House.MP Richard K Mulla commented that the report was not concise enough for the parliament to deliberate on the General Education Bill.
He added that the General Education Bill does not respect with the Transitional Constitution 2011 in regard to the powers of the minister over primary and secondary education.
Dr Mulla said the bill should be returned to the Ministry of Justice.
MP Atem Garang said it was not possible to reject the Bill before the Committee presents its report giving reasons why it should not be accepted by the House.
He said the Committee has to bring the report tomorrow with the justifications to send the bill back to the drafting board in the Ministry of Justice or to the Council of Ministers.
Deputy Speaker Fatima Nyawang Biliu ruled that the Committee will report back tomorrow and read the report to the parliament.
Then, MPs will vote to accept or reject the General Education Bill.
General Education Minister Joseph Ukelo commented that the bill was now the property of Parliament after it went through its first reading.
He said it was wrong to send it back to the Ministry of Justice for redrafting.
