CONSTITUTION PROCESS NEEDS PARTICIPATION AND TRANSPARENCY

The process leading to the permanent Constitution in South Sudan should be participated and transparent and the Government has to inform the citizens about it.

John Ashworth, an advisor to the Catholic Bishops’ Conference in the Sudans said in a public lecture in Juba yesterday that the constitutional review process should be transparent and participatory.

He presented the constitutional processes in South Africa and Kenya as two very public success stories that should be followed.

Mr Ashworth advised the Government to inform the people about the Constitution process.

He recalled that the process has three stages Ð review commission, conference and parliament Ð and the citizens have to know when they can present their suggestions.

Mr Ashworth said secrecy is not a good choice for a constitution process, but it has to be public and transparent, involving the many sectors that constitute the society.
