The deputy minister for Labour and Public Service said a survey conducted last year revealed gross professional indiscipline among government employees like missing or reporting late for work and leaving early.
Kwong Danhier Gatluak condemned what he described as gossip among government officials during working hours.
He called upon directors and supervisors to be vigilant and ensure that civil servants carry out their jobs effectively.
He announced that the government is introducing digital technology to check on absent or late workers.
Mr Kuong said the survey indicated that most civil servants have poor public relations and are very rude.
He called for an end to negative attitudes saying they slow service delivery in government institutions.
Mr Kuong called on the civil service community to aim at serving their country effectively because the whole nation is looking at them.
He made these statements during the weekly Media Forum at the national ministry of information.
