The Transitional Justice Working Group (TJWG) and the South Sudan Civil Society Forum (SSCSF) have welcomed the African Union’s submission of nominees for the non-South Sudanese Commissioners to serve on the Commission for Truth, Reconciliation and Healing (CTRH).
In a joint statement, the two civil society coalitions described the submission as an important step towards operationalizing a key transitional justice mechanism provided for under Chapter V of the 2018 Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS).
However, TJWG and SSCSF expressed concern over possible further delays in appointing the Commissioners and operationalizing the CTRH, warning that prolonged delays could undermine public confidence and the credibility of the transitional justice process.
The groups called on the Government of South Sudan and relevant institutions, particularly the Ministry of Foreign Affairs and International Cooperation, Ministry of Cabinet Affairs, and Ministry of Justice and Constitutional Affairs, to urgently complete the outstanding steps.
They called for expediting the appointment of all nominated Commissioners, submitting the complete list of nominees to the appropriate government institutions, including the Cabinet and the Revitalized Transitional National Legislative Assembly, for consideration and approval as required by law, and formally constituting and operationalizing the CTRH without further unnecessary delay.
“We affirm our unified commitment to ensuring meaningful public participation in shaping South Sudan’s future through inclusive, democratic governance,” the groups said.
The Transitional Justice Working Group (TJWG) and the South Sudan Civil Society Forum (SSCSF)also reaffirmed their readiness to work with the Government, African Union, development partners, victims’ groups, civil society organizations and other stakeholders to provide moral, technical and financial support towards the swift, credible, transparent and inclusive establishment of the CTRH.
