Analyst sees looming conflict on IGAD Plus mediation leadership

University of Juba Centre for Peace and Development Studies Director sees a looming conflict on the leadership of the IGAD Plus though it seems to be more serious and better informed to produce peace in August 2015.
 
In a publication, Dr Luka Biong Deng observes that there is a growing feeling in the African Union or AU to play a leading role in the IGAD Plus-led process.
 
He cites the appointment of AU High Special Representative for South Sudan; former President of Mali Alpha Oumar Konaré as a justification.
 
Dr Biong explains that the IGAD Plus mediation was established to bring much-needed credibility to IGAD-led peace negotiations.
 
The analyst believes AU Commission of Inquiry Report on South Sudan conflict may not be released soon.
 
He cites possibilities of giving peace a chance, leakage of the report questioning credibility for final one and African leaders’ fear that the report sets a precedence that may have far reaching consequences to implicate them one day.
