Central Equatorial Governor strongly criticized the centralization system of the judiciary in the state.
Clement Wani Konga said the centralization of the judiciary system hampered access to justice and rule of law in Central Equatoria state, Bakhita Radio reported.
He said the issue of human rights also greatly paralyzed law enforcement agencies to try cattle raiders who are notoriously committing crime.
Governor Konga added that cattle rustling was highly rising because the government could not trace out perpetrators.
The Governor explained that public prosecution attorney offices were established in Gumbo and Gudele and a mobile public prosecution attorney office was also established at Juba prison to discharge justice.
He said some undisciplined members of the organized forces threatened the public prosecution attorney.
Governor Konga said the state government would endeavour to ensure the end arbitrary arrest and detention of citizens.
He said the state would provide security for the public prosecution attorney and construct standard custody facilities, police stations and new office for public prosecution attorney.
The Governor said his government will emphasize on the promotion of girl-child education.
He added that the state already established two model boarding secondary schools for girls in Terekeka and Lirya.
Governor Konga made these statements during the opining of the fourth session of Central Equatoria Assembly on Tuesday.
