Torit County authority is holding Iloli village sub-chief and four youth leaders for releasing a man suspected of killing a foreigner in Hiyala Payam.
Arkangelo Orisa and others were arrested for setting a suspect free, Emmanuel Radio reported.
The suspect allegedly killed a Rwandan national in August at Iloli village, along the Hiyala-Ikwoto road.
An investigation launched by police, army and local leaders linked the three suspects from the same village to the murder.
Torit County Commissioner, German Charles Ojok said Isohe youths arrested one of the suspects but escaped.
He said Chief Orisa and the youth leaders will be detained until Iloli residents present the suspects to authorities.
