Chuol Jany|CRN – President Salva Kiir Mayardit has dissolved South Sudan’s Revitalized Transitional Government of National Unity and appointed a caretaker administration as the country moves toward the scheduled general elections on December 22, 2026.
The dissolution, announced on Tuesday, September 22, brings to an end the current transitional government established under the 2018 Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS).
The move follows President Kiir’s signing of amendments to the National Elections Act, which removed key legal obstacles to the conduct of the December elections.
The President has appointed a caretaker administration to oversee government affairs until a new government is formed following the elections.
All five Vice Presidents have been relieved of their positions, while the national legislature and state governments have also been dissolved as part of the transition to the caretaker arrangement.
Former Speaker of Parliament Hon. Joseph Ngere Paciko has been appointed Presidential Adviser on Governance.
Caretaker Ministers
President Kiir appointed 13 caretaker ministers:
- Africano Mande Gadime — Minister of Presidential Affairs
- Martin Elia Lomuro — Minister of Cabinet Affairs
- Ambassador Cecilia Adut Manyok — Minister of Foreign Affairs and International Cooperation
- Ayor Akuoch Anok — Minister of Defence and Veterans Affairs
- Rizik Zachariah Hassan — Minister of Interior
- Dr. Wek Mamer Kuol — Minister of Justice and Constitutional Affairs
- Obote Mamur Mete — Minister of National Security
- Athian Diing Athian — Minister of Finance and Planning
- Awow Daniel Chuang — Minister of Petroleum
- Dr. Labanya Margret — Minister of Trade and Industry
- Ateny Wek Ateny — Minister of Information, Communication, Technology and Postal Services
- Michael Makuei Lueth — Minister of East African Community Affairs
- Stephen Par Kuol — Minister of Peacebuilding
Caretaker Governors
The President also appointed caretaker governors for all 10 states:
- Augustino Jadalla Wani — Central Equatoria State
- Louis Lobong Lojore — Eastern Equatoria State
- Moses Majok Gatluak — Jonglei State
- Rin Tueny Mabor Deng — Lakes State
- Charles Madut Akol — Northern Bahr el Ghazal State
- Dr. Joseph Monytuil Wejang — Unity State
- James Koang Chuol — Upper Nile State
- Bol Wek Agoth — Warrap State
- Sherif Daniel Sherif — Western Bahr el Ghazal State
- Daniel Badagbu Rimbasa — Western Equatoria State
The dissolution also affects the three administrative areas, whose previous administrations have been replaced by caretaker arrangements.
Deputy Ministers
Three deputy ministers have been appointed:
- Philip Jada Natana — Deputy Minister of Foreign Affairs and International Cooperation
- Marial Chanuong Yol — Deputy Minister of Defence and Veterans Affairs
- David Marial Gumke — Deputy Minister of Interior
Chief Administrators
The President appointed the following chief administrators:
- Justice Charles Abyei Jok — Chief Administrator, Abyei Special Administrative Area
- Joseph Boyoi Ngare — Chief Administrator, Greater Pibor Administrative Area
- Daniel Makuei Thiyier — Chief Administrator, Ruweng Administrative Area
The caretaker administration is expected to remain in place until the elected President, national legislature and other elected authorities assume office following the December 22 elections, unless the arrangement is amended or revoked
