Finance and Economic Planning Minister on Tuesday attributed accumulation of arrears and over spending due to poor budgeting to South Sudanese societal lack of capacity to spend according to plan.
Aggrey Tisa Sabuni said the blame on poor budgeting traps all including predecessors, citing cases of government spending agencies including his ministry entering contracts without assurance of financial allocation in the budget.
The Minister disclosed that he already created arrears and emergency funds to prevent misappropriation related to natural disasters spending.
Mr Tisa added that he would ensure that proper procurement procedures and laws are followed to eliminate arrears’ accumulation and wrong award of contracts.
The Minister admitted that he sits on a hot seat, doing a tough job that he should accomplish.
The Minister justified exemptions to humanitarian, diplomatic missions and government agencies as legal and beneficial.
