Sudd research institute analysed that the timing of a national census under normal circumstances takes three years excluding 18 months of analyzing the social characteristics of the population.
In a publication, the institute said considering technical and logistical circumstances, President Salva Kiir’s proposition of the national census and elections to be conducted in one year is clearly unrealistic.
It observed that the ongoing conflict displaced hundreds of thousands of people, turning many places into pieces especially in the Upper Nile region.
The institute said the return of refugees back home in time for a census would require considerable improvements in security, infrastructure and other essential services.
It revealed that three support centres of the National Bureau of Statistics in the Upper Nile region were looted and destroyed out of ten centres all over the country.
The institute criticises President Kiir of regular shortage of well-intended political assurances on misinformed baseless decisions.
The publication recommended that under the circumstance, the census should be conducted two years later and that elections should not wait for constituencies’ development.
