Lack of money and insecurity are factors that would hinder the conduct of the population census in the country.
National Bureau of Statistic Chairperson Isaiah Chol told Bakhita Radio that for the census to take place, fifteen months were needed for field mapping before the real exercise.
He said insecurity and displacement of the people was another factor that would affect success of the work.
Mr Chol said political leaders would decide whether to use the 2008 census results that government and the parliament rejected or not.
He said the Bureau cannot decide whether to conduct the census or not.
The President of the Republic last week announced that arrangements for 2015 general elections were underway starting with the census.
