States demand federal system, limiting president powers

National Constitutional Review Commission civic education team leaders who returned from Upper Nile, Unity and Western Equatoria States reported that citizens asked for federalism and limiting powers of the president.
 
The Upper Nile State team leader Helen Oller told the press that citizens think federal system of governance was the best, arguing that the decentralized system was not viable.
 
She also reported that citizens demanded limiting the presidential term of office to two terms only and four years for each term.
 
Ms Oller said citizens complained that president powers to remove elected governors and dissolve parliament were too excessive and that the article should be deleted.
 
Western Equatoria State team leader Clement Janda said people demanded limiting presidential terms and clearly be stipulated in the permanent Constitution.
 
Unity state team leader Brian Badi said citizens questioned much on the power of removal of elected governors and the provision of election within 60 days.
 
He revealed that citizens questions were too tough to dodge and others were beyond the mandate of the National Constitutional Review Commission.
