MPs at the National Legislative Assembly on Monday expressed concern over duplication of functions in Ministry of Humanitarian Affairs and in the Relief and Rehabilitation Commission.
MPs reacting to the policy framework sent by the ministry to the parliament, said there was no clear distinction between the commission and the ministry and both seemed to be doing the same job.MP Bilario Awoi Ngong said the ministry should concentrate on policy making coordination while the commission should concentrate on relief operations.
MP Richard Mulla told CRN that if the government creates institutions that duplicate efforts to keep people employed, it would be a waste of time and money.
He said if the ministry failed to convince the lawmakers why there should be a ministry and a commission, the House should dissolve one of them.
Mr Mulla added that it does not make sense to have two institutions doing the same job.
