JONGLEI STATE CAN BECOME ANOTHER SOMALIA

The deputy defence minister said today Jonglei State can become another Somalia disputed by private armies with the central government losing control over the use of force to keep law and order.

Deputy Minister Majak Agot Atem was today at the Council of States answering a summons on behalf of the defence minister.

He warned that security has been privatized by some communities in Jonglei and the formation of a White Army and armed youth groups could lead to a process similar to the Alshaabab in Somolia.

He warned that if armed youths are not properly controlled, the rebellion can expand and gain political content and eventually undermine the authority of the national government.

Dr Agot added undermining the government’s authority will erode the national sovereignty and Jonglei state becomes ungovernable.

He said there were areas in Jonglei state administrated by rebel or spiritual warlords like Kujur Yong.

Dr Agot added that a culture of impunity could lead to a possible increase of retaliatory attacks and revenge killings along ethnic lines and among the same tribal groups.

Jonglei governor Koul Manyang Juk said his government will carry out the simultaneous disarmament of all communities, recruit more police and increase patrol and mobility in all areas to arrest inter-tribal violence in the state.

Interior Minister Alison Manani Magaya said the Murle and Lou Nuer conflict must be stopped by political and social means by involving leaders from both communities.

He added that leaders should educate people about a culture of peace and end killings, child abduction and cattle rustling.
