Human rights in South Sudan have improved in terms of institutions building but the state agents violate them on a daily basis.

The UN Deputy High Commissioner for Human Rights Kyung-wha Kang said yesterday in Juba that although there are institutions in place, their impact is not felt yet.

She added that state agents are violating human rights daily.

Ms. Kang said the human rights situation is very challenging.

She added that her commission would draw the attention of the authorities for violations and offer assistance.

Ms Kang said she was very concerned with the return of violence to South Kordofan and Abyei.

She added that South Sudan could not be at peace while the transitional areas were in conflict.

Ms. Kang urged all sides involved in the violence to step back and negotiate solutions through dialogue.

The UN rights chief warned that if the authorities do not deal with impunity it comes back to hunt them.

Ms. Kang said culture could not be an excuse for the violation of human rights.

She made these statements yesterday during a public lecture on human rights as catalyst for security and development at the University of Juba.
