Participants at Juba Roundtable expressed optimism that the adopted ten resolutions will open a space for honest debate on decentralization in South Sudan.
Chairperson of Gender, Peace and Reconciliation at the Council of States Sarah Nyakouth Kuac told CRN that these resolutions are another step towards developing the nation and make decentralization reach the grassroots.She said the recommendations were sent to the presidency.
She added that President Salva Kiir Mayardit should act immediately on them.
Ms Nyakouth added that Local government Act calls for the demarcation of boundaries between the counties.
It should involve chiefs for people to start development.
Jonglei state Local Government Minister Diing Akol Diing said the resolutions create more discussions on the decentralization policy and enlighten people because they are very important for service delivery.
He explained that resolution three that calls of issuance of warrant of establishment for current counties does not mean an opportunity of creation of more counties but rather to make the existing counties a legal entity.
He said counties should be legal entities that can sue and be sued in the court of law in case somebody tries to take its properties or causes damages to individuals.
Mr Akol added that it is necessary that the current counties have warrant of establishment and have their boundaries clearly demarcated to avoid conflicts between counties or states.
