Creating more counties can be a recipe to insecurity in the country since the exiting 79 do not have clear boundaries.

Presidential Advisor on Decentralization Tor Deng Mawein said Thursday some influential politicians in the states are calling for the creation of more counties.

He commented that creating more counties means re-dividing payams and bomas, an act that could lead to conflict due to ethnic structures and divisions.

Mr Deng added that re-division of counties could mean that the Government was becoming an agent of insecurity.

He argued that the current 79 counties have no clear demarcation of boundaries between payams and payams and bomas.

The advisor said there is need for clear borders and re-division should be based on population, size and economic viability.

Mr Deng advocated that more emphasis should be put on empowering the exiting counties because some of them do not have headquarters or resident commissioners.
