Peace Monitors regret the delay in political parties’ act

The Reconstituted Joint Mentoring and Evaluation Commission, (RJMEC) is deeply concerned about the delay in the operationalization Political Parties Act in South Sudan.

This came during the monthly plenary forum in Juba on Thursday.

The Chairperson of RJMEC, Rt. Gen. Charles Tai Gituai said the Political Parties Council is yet to be reconstituted despite the political parties Act being enacted over ten months ago.

“Considering that the elections are due to be held in December 2024, the operationalization of the Political Parties Act is well behind schedule, despite it having been enacted over ten months ago. The Political Parties Council is still not yet reconstituted,” he said.

Tai states that the Political Parties Council is a critical body for political parties to register in order to participate in the elections.

“This is a critical body for political parties to register in order to participate in the elections, and to entrench the electoral democratic in South Sudan, as well as improve the overall political and civic space for public participation in the elections.

The peace monitoring body points out that the process of the restructuring and reconstitution of the various Commissions and Institutions at the National level according to the roadmap is behind schedule.

The RJMEC chairperson asks the Revitalized Transitional Government of National Unity (RTGoNU) to brief RJMEC on the status of the operationalization of the Political Parties Act and restructuring recantations for various Commissions and Intuitions.

The National Minister of Land, Michael Chianjiek Geay said the process of restructuring and reconstituting the Political Parties Council is in progress.

Geary narrates that the process will be complete this week, and wait for the bill to be rectified by the National Legislative Assembly.

“The process of restructuring and reconstituting the National Constitution Amendment Committee (NCAC) and Political Parties Council (PPC) is ongoing, and will be completed by this week, next awaiting the bill to be rectified by the Transitional National Legislative Assembly (TNLA).”

He updates RJMEC on the progress of the peace implementation process, saying the issue of ranging oppositions of the Army and other security sectors in the SPLM opposition party is a good move.

He adds that the first vice president announced that he has received the list of the civil defense force in all the security sectors.

According to the report made by the first vice president, I quote and he says, “I have received all the lists now for the civil defense force which is fire brigade, Prison army, Police, and National security.”

This list now is pending for submission to the presidency and the president may decree the lists for those officers at any time, “Geary reveals.”

The Special Representative of the UN Secretary-General, Nicholas Haysom congratulates the successful conference on Transitional justice that deliberate the next step to the peace process.

Nicholas welcomes the approval of the joint task force on the implementation of the constitution-making and the electoral process which took place last month by the council minister.

There has been little progress on the deployment of the necessary unified forces and to commence phase two of the training as it was promised in the agreement, “He adds.”

The Special Representative of the UN Secretary-General appreciates the government of South Sudan for opening doors for the refugees and returnees from Sudan.
