They said in a report to the Security Council on Thursday, the cases of Idri, Luak and Ajak illustrate that the National Security Service act outside the rule of law.

 

The experts pointed out that the security is ‘a significant threat’ to last September’s peace agreement by allegedly killing two government critics and arresting others.

 

They said ‘it is highly probable’ that opposition member Aggrey Idri and human rights lawyer Dong Samuel Luak were kidnapped in Kenya and killed on January 30 in Juba.

 

The experts admitted that the agreement has reduced fighting in many parts of South Sudan and led to the return of some opposition figures to Juba.

 

The experts’ report said the implementation of the revitalized agreement has been challenged ‘by delays and occasional obstruction’.
