He urges all warring parties to ensure that UN agencies and humanitarian providers have unhindered access and can operate safely and freely in South Sudan.
The chairman says individuals who attack UN or humanitarian personnel are violating Cessation of Hostilities Agreement, Protection of Civilians and Humanitarian Access.
He calls on the government of South Sudan and all warring parties operating in the area of this latest killing to bring perpetrators of this attack to justice.
Violators must be identified and made to face the law, Mogae points out.
