He explains through Good News Radio, that only commissioners, mayors and executive directors can use Local Government Acts 2009 because they have powers.
Malual alerts local associations in Rumbek to avoid quoting Local Government Act for mere appointment.
He warns the violators that they will face imprisonment if they use government laws.
