Lack of security transformation was the first problem of South Sudan after the signing of the Comprehensive Peace Agreement or CPA, says Member of Security sub-committee in Steering Committee of the National Dialogue.
 
General David Okwier Akwie points out that military formation should first take place in cantonment areas.
 
General Okwier explains that the Agreement signed in August 2015 also talks about transformation of the security sector to dismiss the people recruited illegally.
 
Individual Military Generals started recruiting their relatives including students studying abroad, General Okwier recalls.
