‘No need to enact laws without implementation’, says Bishop

No need to make laws without the government implementing them, says Bishop of Yei Episcopal Church of South Sudan and Sudan.
 
Bishop Hillary Luate Adeba emphasizes that the three organs of government including the legislature, executive and the judiciary should enact laws ‘that are implementable’, Radio Easter reports.
 
He believes shallow implementation of laws is ‘a waste of time’ because no positive change is realized.
 
Bishop Luate points out that previous standing orders issued were not fully implemented, noting that law enforcing agencies usually put laws into practice for short time and relax.
 
He adds that without implementing laws or local orders fully, it loses citizens the trust of the  in the government.
 
The Bishop asks the government, the judiciary in particular to implement whatever it enacts or issues for better service of the people.
 
He expects the transitional assembly members and county councillors to work for the benefit of civilians above theirs.
 
Bishop Hillary was speaking during the opening of the Yei River State legislative Assembly on Friday.
