The Joint Monitoring Evaluation Commission or JMEC says it does not recognize President Salva Kiir’s created 28 states.
JMEC Military Security Advisor, Bill Harmon, says the Commission recognizes the ten states stipulated in the Agreement on the Resolution of Conflict in South Sudan.
There should never be any further move on the 28 states, he rules.
