Mario Nybang John, the State Assembly Speaker says all advisers, ministers, commissioners and mayors are not constitutionally legible to run public institutions.
Nybang says the legislative assembly will carry its duty normally,
The presidential decree did not touch the state legislative assembly, he says.
The appointed governors have taken oath of allegiance on Tuesday.
