The National Legislature on Monday October 20 has taken a step forward committing to scrutinize Constitution Amendment Bill 2015 to accommodate President Salva Kiir’s 28 created states amidst protest.
Speaker Manasseh Magok Rundial rules after Justice Minister Paulino Wanawilla Unango’s amendment bill presentation that the joint specialized committees of legislation, justice and human rights of the National Legislative Assembly and Council of States should analyze the document and report to the Augus House within 30 days, Radio Bakhita reported.
Justice Wanawilla says the amendment bill targets Articles162 (1) and 164 (1) and165 (1) in the Transitional Constitution, 2011 to legalize the creation of 28 states from ten under the decentralized system of governance in South Sudan with presidential appointed governors instead of elected ones.
