The Executive Secretary for Justice and Peace in the Sudan Catholic Bishops’ Conference said the Southern Sudan Referendum Commission has barely started its work, though only 162 days are left to the referendum.

Isaac Kenyi Kongur told SCR News that the regulations to implement the Referendum Act have not yet been issued, and registration cannot start.
Mr. Kenyi also expressed concern about the impartiality of the members of the Khartoum-based South Sudan Referendum Commission.
The Southern Sudan Referendum commission was appointed in June 30 by the Presidency of Sudan. Prof. Mohamed Ibrahim Khalil is the chairperson, while Shan Rech Madot is the deputy chair of the commission and chairperson of the Southern Sudan Referendum Bureau based in Juba.

The Southern Sudan Referendum is scheduled for January 9 2011
