The referendum act was passed last year in the National assembly in Khartoum.
Speaking to SCR news, Lomore Robert Bule advocate and managing partner of Lomore and advocating company said the act is a confusion and based on political force although it has been legalized.
During the parliamentary debates of the referendum act, the National Assembly passed the bill with language added by the NCP that was different from that agreed to by NCP and SPLM leadership
It was changed back to the initial agreement after a peaceful demonstration by SPLM members in the national assembly.
