Community Empowerment for Progress Organization or CEPO says the Non-Governmental Organizations’ or NGO Bill legislation process should be done in a transparent, inclusive and participatory way.
CEPO Executive Director Edmond Yakani tells Radio Bakhita that legislating functions of the NGOs should be made public to shun mistakes in the media and national security laws.
He describes the NGO law as a key legislation that has so many players including citizens and state actors.
Mr Yakani says the Bill did not acknowledge the role of local and international NGOs adding that issues of reconciliation, advocacy, civic education and good governance are only mentioned in the section of interpretations of humanitarian works instead of the founding objectives.
The Executive Director says contentious issues in the Bill include crimes against the state, working permits for foreign nationals and internal governance of the law.
Mr Yakani appreciates the President for returning the Bill to the parliament, describing the move as ‘positive and remarkable’.
He also calls for official announcement on the next enactment process and the latest development on the legislation of the Bill.
