Yei Mayor called on the Legislative Council to pass by-laws to help the local authority trace out rapists, illegal sex workers and marungi importers, Radio Easter reported.
Addressing the Council on Monday, Santo Paul Lasuba also urged councillors to pass government bills for immediate implementation.
He said security operatives are waiting for by-laws to deal with identified threats of increasing spread of HIV AIDs.
Mr Paul said investigators discovered that girls in Yei, Central Equatoria and Yambio, Western Equatoria joined foreigners in the sex business.
The Mayor stressed the need for construction of internal roads, market, demarcation of residential areas, provision of sanitation, clean water and sustainable security to foster service delivery.
