South Sudan and Sudan Small Arms Survey’s Human Security Baseline Assessment in September indicated that the territorial negotiations over Abyei are at standstill.
The survey showed Abyei Joint Oversight Committee or AJOC did not meet since the assassination of the former Ngok Dinka Paramount Chief Kuol Deng in 2013.
It added that South Sudan and Sudan governments’ attention now focus on their respective internal conflicts, overriding the issue of Abyei.
Ngok Danka’s political leadership fears the establishment of a joint administration would be unacceptable to the community, expressing desire to join South Sudan.
Abyei’s Head of Administration Kuol Monyluak said AJOC is currently not functional until the Misseriya apologize for Kuol Deng Kuol’s assassination and full inquiry into his death is released.
Abyei still lacks police force despite obligations made by Sudan and South Sudan to establish it as per Addis Ababa agreement of June 20, 2011.
