Constitution Review Commission says peace talks derail progress

South Sudan Constitution Review Commission Chairperson told Speakers’ Forum on Tuesday in Juba that the ongoing governance debates on peace talks in Ethiopia is holding back the Commission’s progress to conclude its task.
 
Professor Akolda Ma’an Tier said the debates would obviously affect provisions of the country’s current Transitional Constitution and that they put the Commission in waiter’s status.
 
He added that such debates on governance like federalism would usher complete change to what appears in the 2011 Transitional Constitution of South Sudan.
 
Professor Tier told the Forum to advocate for the independence of judiciary as a global fundamental principle to settle disputes between the government and individual citizens.
 
He argued that any democratic government must have an independent judiciary as supreme body of justice to rule on cases such as impeachment of the president and or state governor.
 
Professor Tier made the points while discussing national legislature’s roles and responsibilities.
 
Vice President James Wani Igga on Monday opened the Speakers’ Forum consisting of national, Council of States and state assemblies’ speakers with a call for preparation for 2015 general elections despite ongoing conflict in the country.
