Minority leader says IGAD Peace Protocol in mess

National Legislative Assembly Minority Leader on Tuesday scrutinized Intergovernmental Authority on Development or IGAD Peace Protocol on South Sudan and described it as ‘a mess’.
 
Onyoti Adigo Nyikwec told journalists in Juba that the Protocol’s preamble reflected South Sudan stakeholders, but the signatories turned out to be IGAD heads of state, raising a question mark.
 
He observed that IGAD heads of state should be witnessing signatories or guarantors as stakeholders own the protocol.
 
MP Adigo said President Salva Kiir’s signature without initial shows that he might have signed in parts unknowingly.
 
The Minority Leader also observed that SPLM/A in Opposition leader Riek Machar was right to decline signing the document because he is not an IGAD head of state.
 
MP Adigo said the Peace Protocol messes from the introduction up to the last part, wondering why mediators signed on behalf of negotiators to own a document that concerns South Sudanese.
 
The Minority Leader concluded that the Protocol can be improved from its mess to something useful.
 
The remark followed presentation of IGAD Peace Protocol to the legislature on Tuesday by government Chief Negotiator Nhial Deng Nhial for adoption.
 
The Augus House referred the Protocol to Security, Defence, Legislation and Justice specialized committees for study.
