Sudd says peace agreement without reforms breeds another war

Sudd Institute said any peace agreement that does not commit the government and SPLM/A in Opposition to reform programs would be an agreement to continue war.
 
In a Policy Brief publication dated August 12, the Institute recommended programs of institutional reforms, justice, accountability, national dialogue, healing and reconciliation.
 
It also cited reforms in security sector, financial institutions, constitution and democratic processes.
 
The Institute identified three hands in possession of the solution to the country’s crisis including the warring parties, citizens’ collective action and the international community playing role in peace mediation.
 
Sudd concluded that pressure or persuasion including international and regional sanctions hold the key to the current peace talk’s deadlock.
