Sudd Institute chairperson called for the transformation of SPLA and change of its name.
Jok Madut Jok said ‘there is no doubt that the SPLA have collapsed, the one remaining active was the dedicated army fighting to defend the nation’, Bakhita Radio reported.
He said the SPLA is no longer the national army that people expected to protect the country and that the only option is naming it South Sudan National Defense Force.
Professor Madut said a system must be put in place to meet certain basic requirements for entry into army.
The Institute chairperson said the size of the army should be reduced to enable the country use its available resources for building other institutions.
Professor Madut said there was also need to restructure all the government institutions in a way that everybody is represented.
He said for a Constitution to be a unified document, there was need to discuss allocation and balance of power between the judiciary, the executive and the parliament.
Professor Madut said the immediate step would be to work on the Constitution after signing peace agreement between the government and the SPLM/A in opposition because it is the only document that binds all citizens together.
