Juma David Augustine said he was disappointed by citizens running out from the county during normal security situation, Easter Radio reported.
He urged residents to defend the county and avoid unnecessary running away.
Commissioner Juma said it was necessary for people to send their children and the women out, but men should stay to defend the county.
He advised people to be vigilant and patriotic enough to defend the nation.
Commissioner Juma told people hiding in the bush to return home and stay together with the others.
He threatened that anyone attempting to shoot an innocent person would be killed.
