KIIR DEVOLVES AGRICULTURE BANK BILL TO JOINT LEGISLATURE

The President of the Republic devolved the bill setting up the Agriculture Bank with some observations concerning appointments and default settlements.

National Justice Minister John Luk Jok told the National Legislature that President Salva Kiir Mayardit made three main observations to the Agriculture Bank Bill, passed by the House.

It included the appointments of the managing director and his deputy and 60 percent of the Board Council members that should be done by the President of the Republic.

President Kiir also wrote that the recovery of loans from defaulters should be done automatically without court interference, following the procedure in the Sudan.

Dr Luk said lawyers should study the issue because the normal way is for the court to study the contract for the loan and the default.

He added that the courts should set the repayment mechanisms instead of presuming the Court’s decision and take action to recover the money.

The Bill together with President Kiir’s observations was passed to the Finance Specialized Committees at the National Legislative Assembly and at the Council of States and to the Legislation and Justice committee.

The Agriculture Bank Bill with amendments will be debated in June.
